Eclipse

The Eclipse IDE is a free and open source development environment.  It is primarily used by Java programmers and has a plethora of features that advanced programmers will find useful.  All of these features make its interface a little intimidating to newbies, but it is an IDE that you won't grow out of.


 
NetBeans

NetBeans is a development environment that boasts a visual designer and relatively simple interface.  Numerous plugins are available to extend its functionality.  As downloaded, NetBeans is not very easy to use.  After installing a number of popular plugins, NetBeans becomes an easier and more effective environment.
